theres about 4 things wrong with your post.
#1. you must have a custom firmware or 1.5 enabled psp to make the pandora battery/mem stick
#2. you must have a fat psp with 1.5 or cfw to make it
#3. the downgrader just released by team m33 is for firmware 3.60, NOT 3.70
#4. you need an win xp pc to make it because it requires a fat16 formatting, and vista 32 doesnt support it (vista64 does support xp compatibility)
so youre pretty much out of luck with everything.
